European Union Agency for Fundamental Rights

European Union Agency for Fundamental Rights is a body of the European Union (EU) with headquarters in Vienna.  It was established by Council Regulation (EC) No 168/2007 of 15 February 2007. FRA is successor to the European Monitoring Centre on Racism and Xenophobia (EUMC). The Agency is independent in its activities and cooperates with national and international institutions and organizations, as well as with civil society organizations.

The main objective of the Agency is to assist the institutions and bodies of the Community and the Member States in the field of fundamental rights and to encourage them to respect those rights when taking measures and policies in their respective fields of competence.

FRA supports the EU institutions and Member States in understanding and addressing the challenges of protecting the fundamental rights of all citizens of the community by collecting and analysing data. To provide a comprehensive overview of the situation on the ground, the FRA uses a combination of legal analysis and data on the day-to-day experiences of individuals on the ground. Cabinet research is complemented with social research fieldwork, using surveys or interviews, or through analysing existing data. The work of the FRA is used by various stakeholders, institutions and bodies of the European Union, the Council of Europe, the UN, the OSCE and other international organizations.
